Công dân Việt Nam nào câu kết với nước ngoài nhằm gây nguy hại cho độc lập, chủ quyền, thống nhất và toàn vẹn lãnh thổ của Tổ quốc, chế độ xã hội chủ nghĩa và Nhà nước Cộng hòa xã hội chủ nghĩa Việt Nam, tiềm lực quốc phòng, an ninh, thì bị phạt tù từ 12 năm đến 20 năm, tù chung thân hoặc tử hình. | 1. Any Vietnamese citizen who colludes with foreign entities in infringing the independence, sovereignty, and territorial integrity of Vietnam, the socialism regime, and the State of Socialist Republic of Vietnam, its national defense and security shall face a penalty of 12 - 20 years' imprisonment, life imprisonment, or death. |

| Người nào hoạt động thành lập hoặc tham gia tổ chức nhằm lật đổ chính quyền nhân dân, thì bị phạt như sau: | Any person who establishes or joins an organization that acts against the people's government shall face the following sentences: |
| 1. Người tổ chức, người xúi giục, người hoạt động đắc lực hoặc gây hậu quả nghiêm trọng, thì bị phạt tù từ 12 năm đến 20 năm, tù chung thân hoặc tử hình; | 1. The organizer, instigator, or person whose activities cause serious consequences shall face a penalty of 12 - 20 years' imprisonment, life imprisonment, or death; |

| a) Hoạt động tình báo, phá hoại hoặc gây cơ sở để hoạt động tình báo, phá hoại chống nước Cộng hòa xã hội chủ nghĩa Việt Nam; | a) Espionage, sabotage, or establishment of facilities serving espionage against Socialist Republic of Vietnam; |
| b) Gây cơ sở để hoạt động tình báo, phá hoại theo sự chỉ đạo của nước ngoài; hoạt động thám báo, chỉ điểm, chứa chấp, dẫn đường hoặc thực hiện hành vi khác giúp người nước ngoài hoạt động tình báo, phá hoại; | b) Establishment of facilities serving espionage or sabotage under the direction of foreign entities; spying, informing, concealing, guiding, or other acts that assist foreigners in espionage or sabotage; |

| Người nào xâm nhập lãnh thổ, có hành động làm sai lệch đường biên giới quốc gia hoặc có hành động khác nhằm gây phương hại cho an ninh lãnh thổ của nước Cộng hòa xã hội chủ nghĩa Việt Nam, thì bị phạt như sau: | Any person who infringes upon Vietnam's territory, distorts the national border, or commits any other act for the purpose of infringing the territory of Socialist Republic of Vietnam shall face the following penalties: |

| 1. Người nào nhằm chống chính quyền nhân dân mà xâm phạm tính mạng của cán bộ, công chức hoặc người khác, thì bị phạt tù từ 12 năm đến 20 năm, tù chung thân hoặc tử hình. | 1. Any person who, for the purpose of opposing the people's government, infringes upon life of officials or other people shall face a penalty of 12 - 20 years' imprisonment, life imprisonment, or death. |
| 2. Phạm tội trong trường hợp sau đây, thì bị phạt tù từ 10 năm đến 15 năm: | 2. The following offences carry 10 - 15 years' imprisonment: |
| a) Thành lập, tham gia tổ chức khủng bố, tổ chức tài trợ khủng bố; | a) Establishing, joining a terrorist organization or an organization sponsoring terrorism; |
| b) Cưỡng ép, lôi kéo, tuyển mộ, đào tạo, huấn luyện phần tử khủng bố; chế tạo, cung cấp vũ khí cho phần tử khủng bố; | b) Forcing, persuading other people to participate in terrorism; recruiting, training terrorists; manufacturing, providing weapons for terrorists; |
| c) Xâm phạm tự do thân thể, sức khỏe của cán bộ, công chức hoặc người khác. | c) Infringing upon bodily integrity, health of officials or other people. |
| 3. Phạm tội trong trường hợp đe dọa xâm phạm tính mạng hoặc có những hành vi khác uy hiếp tinh thần, thì bị phạt tù từ 05 năm đến 10 năm. | 3. An offence that involves death threats or mental intimidation shall carry a penalty of 5 - 10 years' imprisonment. |
| 4. Khủng bố cá nhân, tổ chức nước ngoài hoặc các tổ chức quốc tế nhằm gây khó khăn cho quan hệ quốc tế của nước Cộng hòa xã hội chủ nghĩa Việt Nam, thì cũng bị xử phạt theo Điều này. | 4. Người nào nhằm chống chính quyền nhân dân mà phá hoại cơ sở vật chất - kỹ thuật của nước Cộng hòa xã hội chủ nghĩa Việt Nam trong các lĩnh vực chính trị, quốc phòng, an ninh, kinh tế, khoa học - kỹ thuật, văn hóa, xã hội, thì bị phạt tù từ 12 năm đến 20 năm, tù chung thân hoặc tử hình. | 1. Any person who, for the purpose of opposing the people's government, sabotages political, national defense, national security, economic, scientific, technological, cultural, or social facilities of Socialist Republic of shall face a penalty of 12 - 20 years' imprisonment, life imprisonment, or death. |

| 1. Người nào nhằm chống chính quyền nhân dân mà phá hoại việc thực hiện các chính sách kinh tế - xã hội, thì bị phạt tù từ 07 năm đến 15 năm. | 1. Any person who, for the purpose of opposing the people's government, sabotages the implementation of socio-economic policies shall face a penalty of 07 - 15 years' imprisonment. |
| 2. Phạm tội trong trường hợp ít nghiêm trọng, thì bị phạt tù từ 03 năm đến 07 năm. | 2. A less serious case of this offence shall carry a penalty of 03 - 07 years' imprisonment. |
| 3. Người chuẩn bị phạm tội này, thì bị phạt tù từ 06 tháng đến 03 năm. | 3. Any person who makes preparation for the commitment of this offence shall face a penalty of 06 - 36 months'' imprisonment. |
| Điều 116. Tội phá hoại chính sách đoàn kết | Article 116. Sabotaging implementation of solidarity policies |
| 1. Người nào thực hiện một trong những hành vi sau đây nhằm chống chính quyền nhân dân, thì bị phạt tù từ 07 năm đến 15 năm: | 1. Any person, for the purpose of opposing the people's government, commits any of the following acts shall face a penalty of 07 - 15 years' imprisonment: |
| a) Gây chia rẽ giữa các tầng lớp nhân dân, giữa nhân dân với chính quyền nhân dân, với lực lượng vũ trang nhân dân, với các tổ chức chính trị - xã hội; | a) Sowing divisions between the classes of people, between the people and people's government, the people’s armed forces, or socio-political organizations; |
| b) Gây hằn thù, kỳ thị, chia rẽ, ly khai dân tộc, xâm phạm quyền bình đẳng trong cộng đồng các dân tộc Việt Nam; | b) Causing hostility, discrimination, secession, infringement upon equality rights among the ethnic communities of Vietnam; |
| c) Gây chia rẽ người theo tôn giáo với người không theo tôn giáo, giữa người theo các tôn giáo khác nhau, chia rẽ các tín đồ tôn giáo với chính quyền nhân dân, với các tổ chức chính trị - xã hội; | c) Sowing division between religion followers and non-followers, between religions, between religion followers and people's government or socio-political organizations; |
| d) Phá hoại việc thực hiện chính sách đoàn kết quốc tế. | d) Sabotaging the implementation of international solidarity policies. |

| 1. Người nào có một trong những hành vi sau đây nhằm chống Nhà nước Cộng hòa xã hội chủ nghĩa Việt Nam, thì bị phạt tù từ 05 năm đến 12 năm: | 1. Any person, for the purpose of opposing the State of Socialist Republic of Vietnam, commits any of the following acts shall face a penalty of 05 - 12 years' imprisonment: |
| a) Làm, tàng trữ, phát tán hoặc tuyên truyền thông tin, tài liệu, vật phẩm có nội dung xuyên tạc, phỉ báng chính quyền nhân dân; | a) Making, storing, spreading information, materials, items whose that contains distorted information about the people's government; |
| b) Làm, tàng trữ, phát tán hoặc tuyên truyền thông tin, tài liệu, vật phẩm có nội dung bịa đặt, gây hoang mang trong nhân dân; | b) Making, storing, spreading information, materials, items whose that contains fabricated information to cause dismay among the people; |

| 2. Phạm tội trong trường hợp đặc biệt nghiêm trọng, thì bị phạt tù từ 10 năm đến 20 năm. | 2. An extremely serious case of this offence shall carry a penalty of 10 - 20 years' imprisonment. |

| Điều 118. Tội phá rối an ninh | Article 118. Disruption of security |

Người nào nhằm chống chính quyền nhân dân mà kích động, lôi kéo, tụ tập nhiều người phá rối an ninh, chống người thi hành công vụ, cản trở hoạt động của cơ quan, tổ chức, nếu không thuộc trường hợp quy định tại Điều 112 của Bộ luật này, thì bị phạt tù từ 05 năm đến 15 năm. | 1. Any person who, for the purpose of opposing the people's government, incites, persuades, gathers other people to disrupt security, resists law enforcement officers in the performance of their duties, obstruct the operation of agencies or organizations shall face a penalty of 05 - 15 years' imprisonment, except for the cases specified in Article 112 hereof. |

Người nào nhằm chống chính quyền nhân dân mà phá cơ sở giam giữ, tổ chức trốn khỏi cơ sở giam giữ, đánh tháo người bị giam giữ, người bị áp giải hoặc trốn khỏi cơ sở giam giữ, thì bị phạt tù từ 10 năm đến 20 năm hoặc tù chung thân. | 1. Any person who, for the purpose of opposing the people's government, causes disruption at a detention facility, assisting other people to escape from a detention facility, replace a detained or escorted person, or escapes from a detention facility shall face a penalty of 10 - 20 years' imprisonment or life imprisonment. |

| Người phạm tội quy định tại Chương này còn có thể bị tước một số quyền công dân, phạt quản chế, cấm cư trú từ 01 năm đến 05 năm hoặc tịch thu một phần hoặc toàn bộ tài sản. | A person who commits an offence specified in this Chapter may have some of his/her citizenship rights deprived of, be put under mandatory supervision, be prohibited from residence for 01 - 05 years, or have all or part of his/her property confiscated. |
