| CHÚ GIẢI: Đây Thầy dùng chữ "phần Đạo" và "phần Đời" đặng định quyền hành của Đầu Sư, thì là Đầu Sư có trọn quyền về phần Chánh Trị của Cửu Trùng Đài và phần luật lệ của Hiệp Thiên Đài. Vậy thì người đặng quyền thay mặt cho Giáo Tông và Hộ Pháp trước mặt nhơn sanh. Hễ thay quyền cho Giáo Tông và Hộ Pháp, tức là người của Cửu Trùng Đài và Hiệp Thiên Đài; bởi vậy buộc Đầu Sư phải tùng quyền cả hai mà hành chánh, chẳng đặng phép tự ý riêng mình mà thi thố điều chi không có lịnh của Giáo Tông và Hộ Pháp truyền dạy. | Commentary : Here God uses the words “Spiritually” and “Temporally” to define the powers of the Cardinals. The Cardinals thus have full powers over the administrative part of the CỬU TRÙNG ĐÀI / 九重臺 and the Legislative part of the the Hiệp Thiên Đài / 協天臺. They thus have the right to represent the Pope (Giáo Tông / 教宗) and the Hộ Pháp / 護法 with the Brotherhood. Representatives of the Pope and the Hộ Pháp / 護法, they depend on both the CỬU TRÙNG ĐÀI / 九重臺 and the Hiệp Thiên Đài / 協天臺. For this reason the Cardinals must submit to the authority of these two Bodies in the exercise of their functions. They should do nothing of their own initiative with receiving beforehand the instructions of the Pope and the Hộ Pháp / 護法. |

Now it still happens that what satisfies the aspirations of the people is contrary to the Divine Will. For this reason the Cardinals must submit their laws for the Pope's approval, since the Pope is the representative of God, with the task of arranging everything so that the Divine Will may not be opposed by Humanity. |

This is the reason why God has commanded us : |
| "Cửu Trùng Đài và Hiệp Thiên Đài phải xem xét cho nghiêm nhặt, điều chi không thật hữu ích cho nhơn sanh thì Đầu Sư không nên lập luật hay là phá luật". | The CỬU TRÙNG ĐÀI / 九重臺 and the Hiệp Thiên Đài / 協天臺 must be alert about every detail here : if there is no recognition of any use to humanity, the Cardinals must not enact laws or repeal them. |

He must entrust them to the Legislative Cardinals for examination beforehand. |

If they passed laws by the Legislative Cardinals without any examination beforehand, they would commit an infringement of the law. In case of infringing the law, whatever the rank of the guilty party, he is subject to the Confessional High Court (the Tribunal of the Three Spiritual Doctrines / Tòa Tam Giáo /座三敎). |

| CHÚ GIẢI: Đầu Sư chỉ có tuân mạng lịnh của Giáo Tông mà thôi, dầu cho Người, là người thay mặt cho Hiệp Thiên Đài về phần luật lệ đi nữa, thì luật lệ ấy trước đã xét nét bởi Chưởng Pháp và phê chuẩn bởi Hiệp Thiên Đài rồi, tức là luật lịnh của Hiệp Thiên Đài sẵn định vào đó. | Commentary : The Cardinals only obey the orders of the Pope, although they represent the Hiệp Thiên Đài / 協天臺 as far as legislation is concerned. From the moment that a law is fully examined by the Legislative Cardinals and has received the approbation of the Hiệp Thiên Đài / 協天臺, the tacit order (for its promulgation) by the Hiệp Thiên Đài / 協天臺 is included in this formality. |

Later on when the New Code will have become the Old Code, the Cardinals will still have the right, if a law is contrary to human activity, to demand its repeal. |

| Ba vị Đầu Sư không ai lớn, không ai nhỏ, Hay(1) quyền vốn đồng quyền, Luật Lệ nào của Giáo Tông truyền xuống hay là của nhơn sanh dâng lên mà đã có Chưởng Pháp và Hiệp Thiên Đài phê chuẩn, thì dầu cho một người trong ba mà chịu vâng mạng thì Luật Lệ ấy cũng phải buộc ban hành. Hay..(1) Trừ ra khi nào ba người đồng không thể tuân mạng lịnh đặng, thì luật lệ ấy phải trả lại cho Giáo Tông; buộc Giáo Tông phải truyền xuống cho Chưởng Pháp xét nét lại nữa, Hay...(1) vì vậy mà Thầy nói: | Among the three Cardinals, there is no major or minor figure (Good! / Appreciative comment by the Spiritual PopeLý), their powers are equal. A law, whether it emanates from the Pope or whether it emerges from the assembly of adepts, if it is adopted by the Legislative Cardinals and the Hiệp Thiên Đài / 協天臺, must be promulgated, even if it receives the assent of only one of the Cardinals. Only in a situation where the three Cardinals are agreed in not obeying, should the law be returned to the Pope, who will convey it to the Legislative Cardinals for a new examination. | CHÚ GIẢI: Thầy đã nhứt định rằng: Nếu cả ba đồng ký tên không vâng mạng đặng, thì Thầy đã chắc chắn rằng luật lệ ấy quả nghịch với nhơn sanh; mà cần yếu hơn hết thì phải quyết định thế nào cho sự nghịch với nhơn sanh ấy cho có cớ hiển nhiên thì Đầu Sư mới đặng phép nghịch mạng bề trên, cầu nài bác luật. Thảng có một người trong ba mà tuân mạng lịnh đặng thì cũng chưa quyết đoán rằng luật lệ ấy đã nghịch hẳn với nhơn sanh, mà hễ nếu chưa nghịch hẳn cùng nhơn sanh thì buộc phải ban hành. | Commentary : This is God's decision : if the three Cardinals convey in writing that they cannot obey, God is absolutely sure that the law is contrary to the interests of Humanity. But it is important that the Cardinals provide the obvious proof of the contradiction between the law and the interests of Humanity to justify their refusal to obey and their demand for repeal. If only one of the three Cardinals considers that he can obey, there can be no proclamation that the law is contrary to the interests of Humanity and if this is so, then the law must be promulgated. |

Hay...(1). | Though these wider powers, the Cardinals use all necessary means to prevent Heresy from compromising Orthodoxy. In a dangerous situation, if the three Principal Archbishops are powerless to face up to this, the Cardinals are authorised to make use of these unified powers to direct the Sacerdotal / Hội Thánh / 會聖 . All the dignitaries of the CỬU TRÙNG ĐÀI / 九重臺 and the Hiệp Thiên Đài / 協天臺 must accede to their authority, even the Pope and the Hộ Pháp / 護法 (Good!) |
